It's not just DHS purchasing ammo. The Social Security Administration ordered 174 thousand rounds of hollow point ammo. NOAA also purchased ammo.

The US has banned a Chinese telecom from certain applications in the US over supposed security fears. Now China has banned Cisco from certain applications in China over the same supposed security fears. As the article astutely points out, this is just protectionism masquerading as security concerns.
