It's not the responsibility of taxpayers who don't live in disaster zones to provide for those who do. It's the responsibility of home owners and business owners to have insurance and otherwise be prepared for disasters. Government should limit its involvement in disasters to search and rescue, providing immediate, temporary, food and shelter if necessary, providing security if requested, and rebuilding infrastructure critical to the nation.
