He cut the baby in half. Both sides will be upset, and he did nothing to right the wrong Fitzgerald's witch-hunt did to Libby. Libby deserves a full pardon and Fitzgerald should be fired for using his office to carry out personal attacks.

On second thought. I think Bush refrained from giving Libby a full pardon to allow Libby the chance at an appeal. He can always pardon Libby later, if he loses his appeal. I think Bush made a decision that kept Libby out of prison but maximized his opportunities to clear himself after Fitzgerald's witch-hunt.
