Bomb squad called for suspicious package at VA.

Montgomery County ordered the racino to follow some regulations in addition to normal regulations.

"Penn agreed to goals calling for 30 percent of all new hires to be city residents, according to the agreement. Of the new hires, 10 percent will be minority and five percent female. Dayton City Manager Tim Riordan also signed the agreement."

Quotas are supposed to be going away, not being advanced at the local level.
