I'm very tech savvy, but I have no idea what a sail fawn is. I think it's a tablet, and I think this guy is saying the government will mandate tablet docks in order to drive cars. This makes no sense to me. The government wants you to buy cars. It wants you to buy tablets. Then again, maybe that makes sense to the government. As the new car market collapses, they'll keep destroying used cars to prop it up.

Apparently sail fawn is a colloquialism for cell phone. It might be worth the author's while to share that with his readers.
