Apartments don't want to pay for their own security, so they demand you pay for policing.

A local townhouse has contracted the police to provide police services.
"Dayton City Commission on Wednesday expanded a month-old agreement with Summit Square Townhouses, near Hoover Avenue and the Trotwood Connector. Summit Square owner Wallick Properties will pay an estimated $188,000 to the city for 160 hours per month of police services, through the end of 2014."
Hello. That's what they get paid for in the first place. This is a good reminder that no matter how bad things are, they can always get worse.
