Why does the city of Dayton own any buildings associated with the Dayton Airport, let alone pay to demolish them?
"He and Slaybaugh said the city has tried for years to find new users for both access road buildings, without success. In the meantime, the city has had to maintain the buildings, parking lots and grounds, costing Dayton money."
Or they could have sold them.
