Extreme drunkenness is the norm at the UN. And why shouldn't it be? What are the incentives for it to be otherwise?

Venezuelan government kicks two US Air Force embassy personnel out of the country, blaming them for giving Hugo Chavez cancer.
"Mr. Maduro said that Col. David Delmonico and a second air force attaché with the embassy had approached members of the Venezuelan military and tried to recruit them into plans to "destabilize" the oil-rich South American nation. He did not offer further details on the alleged plot. "
That sounds more plausible than giving Chavez cancer. Chavez died.
