Complex event, i.e. storm, responsible for record flooding in South Carolina, not hurricane.

The news has disappeared Obama's order for BP to pay $20 billion for the 2010 oil spill. The closest I can find is this story about $14 billion. It didn't work out that way. Obama demanded and BP paid $20 billion. Now we learn some entity charged BP with $20 million for the spill. I have no idea how to measure these lies.
