After the hack of all government personnel files, Congress is supposedly demanding a bill to force encryption of data. But that's unnecessary. The president can do that. This is a sham. It's a pretense for passing a law demanding all encryption have a backdoor for government.
Of course states can be limited by pieces of paper, all long as their rulers choose to be.
