Cato says the TPP is about trade.
"One of the criticisms of the Trans Pacific Partnership (TPP) is that it’s “not about trade.”  While it is true that the TPP goes beyond trade, and addresses issues such as labor, environment and intellectual property protection (in ways that I’m not always happy about), its impact on traditional protectionist measures such as tariffs should not be ignored."
I doubt anybody was ignoring the trade aspects.
