Dayton is superficially copying Pittsburgh's central plan, but not really. While charging 3 percent for residents, Pittsburgh only charges 1 percent tax rate for workers who commute, which attracts workers to the city, compared to Dayton's 2.25 percent rate, and Pennsylvania has a flat 3.07 percent tax rate compared to Ohio's progressive, higher rates. Pittsburgh is also twice as big as Dayton. The metro area is three times bigger. According to Business Insider, Dayton is one of the 20 cities that completely missed the recovery as of 2010. Because of the structural difference in taxes, twice the population in Pittsburgh creates nearly four times the wealth created in Dayton. Pittsburgh ranks 23 in Gross Metropolitan Product with 123,577 million while Dayton ranks 70 with $33,858 million.
