HP failed to deliver on $2.5 billion NASA IT contract. Contractors are always blamed for this, and there's some truth behind that, but government is in control, and it has no prices or profits to guide it to effective decisions. It owns the lions share of the blame.
CERN scientists want an even bigger, taxpayer-funded particle collider. I doubt they'll get it.
