Global Warming and Energy

Water is a scarce resource like any other, and best way to manage it is with a free market like any other resource. But we don't have that. Instead we have government control of water supplies, therefore our supplies of fresh water are dwindling and being contaminated. This plan to have water declared a right is misguided and counterproductive.
