I don't think programs that supposedly are designed to help blacks were really designed to help blacks. The bad consequences are not unintended. Democrats went from explicit oppression of blacks via the KKK to implicit oppression of blacks via government policies that pretend to help them.

No surprise.

I would love to see Congress impeach Holder, but I doubt the Senate would remove him.
